You could buy them, only from people and only if they want to sell it.

I didnt state myself clearly, a pet trader but with different pets. Birthday pets are only recieved on birthdays, and other different pets available from a pet trader. You could not buy a birthday pet at the trader, just different pets.

But a /signed idea from me would be:
There is a pet trader NPC. He has a few minipets that are not the same as birthday ones. I don't know all of the bday ones, but I guess his could be slightly more boring ones such as Mini Charr Axe Warrior, or Mini Bandit etc
Also, you cannot get it yourself - you must get, say at least 2,000 of a certain stackable drop from that enemy and then had to trade them to the NPC, but the minipet goes to someone chosen by you on your friends list or in your guild.
This way you could give stuff to people on their real birthdays - and since it's only for other people, you'd need a trusted, good friend (or if you agree to both get 200 items and get eachother at same time, you must trust them). Also not bday minipets, so it doesn't take the magic off them.
On the other hand, it would just bring up a market of people selling those stackable drops... so not signedafter all

The journey to earn the mini-pets is more important then the possession of the mini-pet, I think.
What's the value in creating a character that you never played for 1 year and get a mini-pet. Same as getting one from a trader.

Just like I see a lot of people saying...not a reasonable idea. Those items are too common and that would make the birthday presents too easily obtainable.
